Scope of Work

Integrity is looking for a dynamic and ambitious Monitoring and Evaluation (M&E) Manager to support the Third-Party-Monitoring (TPM) for an international development program in Afghanistan. The M&E Manager will work with our M&E Lead and the M&E Team in Kabul to manage the analysis and reporting process for the project performance monitoring aspects. Working closely with the Kabul-based M&E Manager, s/he will be responsible for the cleaning, coding, and analysis of third-party monitoring data, in addition to drafting monitoring reports. S/He will directly manage the work of a M&E Analyst who will be based either in Washington DC, USA or London, UK. Expected outputs and deliverables will be:

  1. Input into the revised third-party monitoring protocol and workplan, (2) data analysis process.

  2. Cleaned, coded, and quality checked monitoring data each monitoring cycle.

  3. Initial drafts of monthly and quarterly monitoring reports.

  4. Input into presentations and handouts, as needed.

Level of effort will be full-time for the duration of the two-year program that will start in January 2020. The role will be based either in Washington DC, USA or London, UK. This position may require travel to Kabul, Afghanistan, Dubai, UAE, or London, UK for client meetings or workshops. It will either be a fixed-term consultancy contract or a permanent staff contract, to be negotiated with candidates. Please be advised that the position is dependent on project award.

Terms of Reference

A.Planning and Design

  • Provide input into refining the third-party monitoring methodology during the Inception Phase.
  • As needed, assist the M&E Lead and M&E Manager - Kabul with training of the M&E and Data and Knowledge Management Officers.
  • Develop and set up data analysis processes with the M&E Lead and M&E Manager - Kabul.

B.Data Analysis and Reporting

  • Work with the M&E Manager - Kabul and other project team members to transfer raw monitoring data onto analysis systems for cleaning and quality assurance checks.
  • Review and quality assure monitoring data.
  • Code qualitative evaluation data.
  • Conduct initial analysis of data in collaboration with the M&E Officer (DC or London).
  • Assist the M&E Lead with the planning and management of the data analysis workshops.
  • Draft and finalize assigned sections of monitoring reports and other deliverables.
  • Participate in presentation of findings to stakeholders, as needed.

C.Personnel Management

  • Oversee the work and professional development of the M&E Analyst - DC.
  • Liaise regularly with the M&E Manager – Kabul both in phone calls and in writing to provide regular activities updates to the M&E Lead and coordinate on addressing problems with delivery in a timely and solutions-oriented manner.

Your Experience

The M&E Manager will have:

  • At least five years of experience in monitoring, evaluation, and learning.
  • Previous work experience in Afghanistan.
  • Working fluency in Dari and/or Pashto.
  • Excellent written and spoken English (must submit examples of written work).
  • Practical knowledge of remote third-party management methodologies.
  • Exceptional organizational skills, attention to detail and follow through.
  • Willingness to travel to Kabul, Afghanistan, London, UK and Dubai, UAE for client meetings.
  • Proficiency with Microsoft Office (e.g. Outlook, Excel, Word, Power PI) and qualitative and quantitative analysis software (e.g. NVIVO, SPSS, R etc.).

Required Interpersonal Skills

  • Ability to effectively and efficiently handle multiple tasks simultaneously with precision and adapt to changes in responsibilities and workloads.
  • Must be professional, possess a high degree of urgency and self-motivation, and have a strong work ethic.
  • Results-oriented approach to problem solving.
  • Strong communication skills.
  • High professional standards for evaluation data and reporting.
  • Accustomed to teamwork and able to sustain positive and frequent communications for a remotely managed monitoring team in a challenging, high-risk environment.
  • Ability to work independently where necessary.
  • Works well in a diverse team.

Preferred Qualifications

  • Advanced degree (e.g. MA).
  • Experience in remotely managed third-party monitoring.
