Project Background and Scope of Work
The Prosperity Fund Evaluation & Learning project, delivered by WYG, Integrity Global and LTS International, is looking for evaluators with 5-10 years’ experience to provide short-term inputs to Prosperity Fund programme evaluations. The UK Prosperity Fund is a £1.2 billion facility to promote economic growth and reduce poverty in developing countries.
Our aim is to identify a roster of qualified evaluators, who are available on a call-off basis for individual programme evaluations from the spring of 2019 through to November 2021. In this call for applications we are specifically looking for mid-career generalist evaluators, rather than senior level specialists. The day rates we are able to offer will reflect this profile.
We are looking for freelance associates for this work, and will notify approved candidates as opportunities arise. Being included in the roster does not imply any obligation on the candidate to accept a particular assignment. We have a strong preference for evaluators who are based in the UK, but we will consider applicants based in other areas, particularly South East Asia.
The number of days will vary according to the assignment but will likely amount to 40-50 days over the course of four- or five-month periods. Evaluators from this roster may be invited to participate in more than one evaluation.
The following Prosperity Fund programmes are examples of the kind of initiatives we will be evaluating in the coming months and years: UK/India Green Growth Equity Fund, South East Asia Economic Reform, India Economic Reform & Prosperity, Digital Access, Global Anti-Corruption, Brazil Prosperity, Better Health, China Prosperity, Mexico Prosperity, Indonesia Renewable Energy, Global Trade, Future Cities.
Terms of Reference
Full details of responsibilities will be discussed and agreed with the Programme Evaluation Lead (team leader) and other team members for each assignment. However, they may include:
- Designing research instruments for use in quantitative and qualitative data collection.
- Designing and implementing surveys including: devising the sampling strategy, piloting the survey, refinement and full implementation.
- Analyse and interpret quantitative and qualitative data sets.
- Presenting data using tables, graphs and other visual representations.
- Contributing to the production of technical reports, presentations and other evaluation outputs using a range of evidence sources.
- Being aware of EQUALs quality assurance requirements and ensuring that work meets the required standards.
- Developing learning outputs in collaboration with the E&L Learning Team.
Your experience
Essential:
- 5 - 10 years’ experience in a monitoring and evaluation role, including at least three years’ experience writing inputs for evaluation studies. This should include theory-based evaluations with a utilisation and learning focus.
- Expertise in the use of qualitative data collection tools, especially key informant interviews and focus group discussions.
- Sound quantitative analysis skills, particularly in the analysis of secondary datasets.
- Demonstrable ability to write clearly and concisely.
- Curiosity about the processes through which Prosperity Fund programmes are delivered, and the results they achieve.
- It would be beneficial to have experience working on or researching economic growth/development issues such as: trade, financial and economic reform, ease of doing business, infrastructure investment, energy & low carbon development, human capital, innovation and technology.
Desirable:
- 5 - 10 Experience of working in Middle Income Countries.
- Experience working on evaluation projects for HM Government clients.
- Master’s degree or higher in a relevant subject such as economics, political science, international relations, sociology, social anthropology, international development.
