About the Cost-Effectiveness Consultant Role
In May of 2017, ZanaAfrica will be launching The Nia Project, a two-year project in which different school-based menstrual and reproductive health interventions will be implemented among Class 7 and 8 girls in 100+ schools in Kilifi, Kenya as part of a randomized controlled trial conducted by Population Council. The Nia Project evaluation will be the first study to rigorously measure the independent and combined effects of disposable sanitary pad provision and reproductive health education (RHE) provision on girls’ education, health, and social outcomes—a groundbreaking initiative for girls, and the menstrual health space. ZanaAfrica is carrying out this initiative in collaboration with The Bill & Melinda Gates Foundation, Population Council, the Kilifi Ministry of Education, and additional local implementing partners in Kenya.
Two key research outputs from The Nia Project are impact data and cost-effectiveness data. ZanaAfrica is partnering with Population Council, an international research organization, to conduct the research component of the randomized controlled trial. We currently seek an economic consultant to complement Population Council’s measured impact outputs with cost-effectiveness analysis for the different interventions involved. The work of the Cost-Effectiveness Consultant will play a critical role in interpreting the results of The Nia Project to inform scaling initiatives of successful interventions. Specifically, the responsibilities of the Cost-Effectiveness Consultant will include, but are not limited to, the following:
• February – April 2017: Evaluate the cost-effectiveness analysis goals of the study and finalize the methodology and analysis plan that will be implemented to meet said goals.
Establish protocols and related tools as necessary to collect relevant project cost data for analysis. Establish an engagement plan between ZanaAfrica and The Consultant for the remainder of the project through December 2018.
May 2017 – December 2018: Collaborate with the ZanaAfrica team on a regular basis to ensure the quality of cost data collection.
April – July 2019: Conduct an analysis of trial results to evaluate the impact output per dollar spent for different interventions and associated impact indicators that will be finalized upon endline data collection in 2019. Impact indicators will include, but are not limited to, school attendance, school retention across years, and health knowledge. The Cost-Effectiveness consultant will be expected to collaborate with Population Council as needed in order to carry out this analysis.
Required Qualifications:
Applicants for the Cost-Effectiveness Consultant role should exhibit the following qualifications:
Masters degree or PhD in Economics, Public Policy, or a related field, with a strong preference
for those with a background or experience in applied economics. Applicants who are in the
process of pursuing their PhD are also welcome to apply.
Previous experience conducting cost-effectiveness analysis as part of a randomized controlled
trial, preferably in Sub-Saharan Africa and/or in primary-level education.
Capacity to work in a cross-cultural environment.
Located in Kenya or able to travel to Kenya between February and April of 2017 for between 2
weeks to 1 month. Ability to travel to Kenya in Q1 or Q2 of 2019.
