Scope of Work

FCDO-funded opportunity in Sudan, Sudan Independent Monitoring & Analysis Programme (SIMAP).

The Sudan Independent Monitoring & Analysis Programme will be a new, flagship programme supporting FCDO Sudan's policy and programme portfolio to improve its effectiveness through providing timely and objective information on delivery and contextual developments.

Integrity is bidding for this opportunity and we expect the tender to come out in September, and if successful the programme would begin in November/December 2023. The programme will contract an independent monitoring partner to deploy thematic and contextual experts to conduct in-person and/or remote monitoring and capacity building activities with three core objectives:

  • Assurance & Capacity Building: Improving confidence in results and the quality of delivery, including supporting partners to improve practice/s through bespoke technical assistance.
  • Learning & Innovation: Enabling greater portfolio experimentation by providing closer to real-time insight into progress on the ground, supporting faster course-correction and lesson learning.
  • Strategy & Analysis: Providing needs-based analysis to inform portfolio and programme decision-making, and to monitor strategic priorities.

The anticipated programme budget is £7.5m over 5 years (roughly 2023-2028). FCDO Sudan’s programme portfolio in FY21/22 consisted of 6 programmes forecasted to spend c.£60m. Current programmes work in areas spanning humanitarian assistance, peacebuilding, governance and economic reform, water, sanitation & hygiene, and gender and social norm change. Whilst fluctuations in the number, focus and size of programmes are expected over the life of this programme, we expect to provide services to a portfolio of roughly the same size.

Potential services to be delivered under the programme objectives above could include:

  • Activity verification (in real-time and/or retrospective).
  • Expenditure verification, with potential to include modest-scale financial audits.
  • Results verification.
  • Policy compliance assessments to assess how e.g. safeguarding, risk management, or other policies are being implemented in practice.
  • Beneficiary feedback on programme services or topics of interest e.g. inclusion.
  • Monitoring & Evaluationcapacity assessments and technical assistance to implementing partners, e.g. to improve quality and accuracy of data collection.
  • Contextual and/or thematic monitoring reports, on a recurring or needs basis.
  • Action research.

The programme will complement FCDO Sudan’s own monitoring and programme oversight activities in Sudan. The programme is intended to improve FCDO Sudan’s monitoring capability and contribute to more effective decision-making through increasing the availability of close to real-time, objective data on delivery.

Your Experience and Expertise

You will have:

  • At least 7 years’ experience working within the international development, research and/or the consultancy sector, with a focus on any of the thematics areas aforementioned.
  • Established expertise in third party monitoring, evaluations and reviews, capacity development, organisational learning, action research and/or policy-relevant research.
  • Experience in Sudan and wider experience across East Africa and fragile and conflict affected states (FCAS).
  • Experience working on FCDO-funded projects and programmes. Experience in primary and secondary qualitative and quantitative data collection and analysis.
  • The ability to communicate effectively with colleagues and clients, verbally and in writing.
  • Excellent problem solving, organising and management skills.
  • The ability to prioritise changing and competing demands and tasks, while consistently delivering quality work.
  • Outstanding interpersonal and communication skills, collaborative and constructive approach to working with others, building effective relationships internally and externally.

It is desirable that you are:

  • Also based in East Africa.

Languages

  • Written and oral fluency in English, with the ability to write clear and compelling narrative.
  • Fluent in Sudanese Arabic.
