SOFRECO (Société française de Réalisation, d’Études et de Conseil) is an independent French company specialised in the sector of Official Development Assistance and the development of industrial projects, founded in 1976.

SOFRECO will implement in Sudan a 3 years EU funded project named: Education Quality Improvement Programme – phase 2 (EQUIP2) Sudan and will be responsible for the achievement of the Outcome N. 3: Improve Education System Governance and Coordination Among Stakeholders (2021-2024).

Duties and responsibilities:

The seven State Technical Advisers (STA), Experts in Educational Management, will be full time and based in the State Ministry of education of the seven targeted states: Blue Nile, Gedaref, Kassala, Khartoum, Red Sea, South Kordofan, White Nile.

The STA will be responsible for the efficient and timely achievement of EQUIP2 TA in her/his duty station.

Among the duties:

Facilitating coordination mechanisms among partners and stakeholders:

Given the range of contacts/networks that a technical adviser will develop, s/he will be in a position to facilitate implementation of the partners’ activities through timely support and efficient logistics. This may also include the organisation of regular and occasional meetings for specific purposes and the arrangement of visits to the State.

Building networks and cross sectoral connections:

The technical adviser will be responsible to build networks of new stakeholders who may have an interest in or an influence on the improvement of EQUIP activities. This will involve not only advocacy, but also the active exploration of areas of common concern, with the possibility of dynamically linking support for education with other sectors (e.g. agriculture, health women’s empowerment, employment, etc). The technical adviser will report both to the State-level accountability mechanism (such as the established advisory committee) and to the federal-level.

Convening partners:

The State Technical Advisor will have the delegated authority to convene the Implementing partners of the projects and relevant stakeholders to regular meetings, with the purpose of collective tracking of progress and mutual information, and of reviewing the coherence (maintaining the agreed strategy) and speed of implementation. Each partner is responsible for their own objectives and results, but the coordinating role enables greater transparency and fosters mutual accountability.

Support the development of a cascading capacity development plan to ensure sustainability of the of the capacity building component:

The State technical adviser will be in charge of assisting the SMoE in the design of a capacity building strategy based on a participatory needs assessment. S/he will assist the implementation of the capacity building plan, monitor the progress of the trainees. S/he will participate in the design of the institutional capacity building modules, facilitate sessions and provide on-going technical assistance to ensure that the skills acquired are effectively reinvested in the daily activities and tasks of the trainees and fully transferred by the end of the project.

Profile:

A postgraduate university degree in Education, Management, Accountancy, Public Administration, Organisational Development or similar discipline is essential.

§ At least ten years of professional experience, including the administration of donor supported projects or programmes, is essential;

§ Experience in an advisory role to governmental institutions involved in education (or social sector) and/or Experience in institutional capacity building is required;

§ Familiarity with EC procedures would be advantageous;

§ A knowledge of the education sector in Sudan, including familiarity with educational conditions in some or all of the target states, is essential;

§ Very good communication skills (speaking and writing) are essential;

Fluency in Arabic and in English is essential; and

§ Computer literacy (MS Office environment) is required.
