MEL Technical Lead - Services for SDC Somalia Country Programme

Scope of work

The MEL Technical Lead will work closely with the delivery team to ensure that the programme is providing coherent, coordinated TPME&L, and demonstrating the programme’s achievements of results and learning, by providing expert technical guidance on MEL activities.

Pr­oject background

Through its Whole-of-Government Regional Cooperation Strategy Horn of Africa (CS Horn of Africa), Switzerland has the following priorities:

  • Geographic target: ASAL regions of the Horn of Africa, mainly Somalia, North-Eastern Kenya and South-Eastern Ethiopia. Switzerland aims at stronger focusing its intervention to rural and harder-to-reach areas.
  • Population target: pastoralists, agropastoralists, most vulnerable parts of population (including displacement-affected communities). Switzerland aims at better including marginalized and disadvantaged groups, such as minority groups in Somalia.
  • Thematic target: Governance, Food Security, Health, Protection/Migration.

So far, 2/3 of Switzerland intervention in Somalia are being implemented through the World Bank and United Nations agencies. The remainder is mainly implemented through a consortia of International Non-Governmental Organizations (INGOs). Switzerland intends to broaden its modality mix, particularly by increasing direct engagement with local actors (public - such as national or local authorities; private – such as local NGOs, faith-based organizations, local for-profit sector, local academia and think tanks, etc.).

Switzerland aims at building on its neutral and independent stance and reputation in Somalia, at fully respecting the humanitarian principles, at working as systemically as possible for Somali-led solutions without emulating international best practices, at building trusted partnerships with implementing partners, and at using monitoring and data for evidence-based programming and best impact.

The MEL Technical Lead’s experience and expertise

We are looking for a wide range of experience in supporting collaborative processes that create better spaces for people to reflect on and learn from each other’s experience and know-how in the context of MEL. In particular:

  • At least 10 years' experience working in monitoring and evaluation roles, including experience delivering third-party monitoring or verification activities.
  • Demonstrated experience designing and delivering community or beneficiary feedback mechanisms.
  • Demonstrated experience managing project personnel, ideally including short-term technical advisors.
  • Strong programme management skills.
  • Strong understanding of and experience working in Somalia or the Horn of Africa.
  • Experience delivering for USAID or DFID programmes.
  • Thematic experience in at least one of the key thematic areas: health, migration and protection, food security/agriculture, and/or governance.

Desirable experience includes:

  • Experience of delivering for SDC programmes is highly desirable.
  • Experience of remote management of personnel and projects.
  • Good understanding of the Somalia operational environment.
  • Experience of using call centres for remote monitoring.
  • Knowledge of UN and multilateral systems.
