Scope of Work
Integrity is recruiting a Digital Platform Developer (DPD) to lead the software development of a secure, web-based application / digital platform (DP) to support a Third-Party Monitoring (TPM) programme in the international development sector. The DPD will coordinate with the programme team to deliver a web-based software application using an agile methodology, informed by an assessment of user needs by the Digital Platform team. Additionally, the DPD will support a Digital Platform Manager (DPM) to provide training and capacity building of DP users, both in person and through detailed technical and non-technical support documentation. The DPD will work closely with the cross-component team, and remotely with the Digital Platform Lead (DPL) and third-party support to deliver the DP.
This is a full-time role for the duration of the two-year program that will start in January 2020, based in either London, UK or Pakistan. It will either be a fixed-term consultancy contract or a permanent staff contract, to be negotiated with candidates. Please be advised that the position is dependent on project award.
Terms of Reference
A.Software Development (70%)
- Demonstrable, high-quality front-end and back-end software development skills, including JavaScript, PHP, HTML and database development for Alpha / Beta / Live versions of web-based / mobile-friendly DP.
- Demonstrable expertise delivering software development projects from start to finish, on time and to high visual, functional, and security standards.
- Experience delivering on complex requirements in complex teams / settings.
- Experience hosting, securing and maintaining web-based applications.
- Data visualisation production and integration, including PowerBi/Tableau.
- API integrations and database solutions (eg AWS).
- Web application security provisioning and testing.
B.Digital Platform Administration (10%)
- Primary day-to-day Administrator of the DP.
- Provide IT and technical support to DP users (on data collection, mobile device configuration, data transfers).
- User administration: Create and manage user roles and profiles, assign them to users.
C.Documentation (10%)
- Produce and maintain DP ‘Product Specification Document’ (led by the DPL).
- Produce technical ‘Administrator Manual' and ‘User Manual’ for the DP.
D.Training and Capacity Building (10%)
- Train DP users on best practice use of the DP, including technical configuration and troubleshooting.
- Train and support all DP users.
Your Experience
It is essential that the DPD:
- Has 5-10+ years’ experience leading software development processes, preferably in the international development sector.
- is experienced delivering custom software, API integrations and database solutions in complex projects. We request that candidates provide examples, screenshots and portfolios of their digital development work.
- has conducted digital training and capacity building (face-to-face and written).
- is experienced in mobile data collection methodologies and services.
- is a strong written and verbal communicator (DP specification documentation, training & guidance materials / delivery).
- is proactive and detail-orientated.
It is desirable that the DPD:
- is knowledgeable about digital data collection best practices.
- has experience working as part of a geographically disperse team.
- understands monitoring and evaluation (M&E) and survey design, coding.
- has experience using & administrating data analysis software (Stata, R, Nvivo, SPSS).
- has experience working with government/donor clients.
Preferred Qualifications
- It is desirable that the DPD holds a degree or equivalent experience in software development.
Languages
- Written and oral fluency in English essential.
