Scope of Work
Integrity is seeking a Security Manager for the anticipated USAID/Jordan Accountability and Research Team (ART) activity. The ART activity will provide third party monitoring (TPM); monitoring, evaluation, and learning (MEL), as well as research, analysis, data visualization and mapping (R&A) services for USAID’s Middle East Bureau (MEB) programs implemented in Syria using use flexible, innovative and adaptive systems in case of unanticipated changes in USG policy and MEB Syria programs. This is anticipated to be a five-year activity.
The Security Manager will primarily support the field operations of the project inside Syria, with responsibility for ensuring the accurate and timely planning, tracking and reporting of field staff movements, risk considerations, security incidents, and contextual developments. S/He will also support project deliverables, conducting research for weekly security and context updates.
This is a full-time position based in Amman. The position is open to national and international staff. This position is contingent on funding.
Terms of Reference
- Liaise with the Field Coordinators to ensure safe and secure movement of all field staff inside Syria; planning routes and tracking movements in a timely and responsive manner; and advising on security concerns and management decisions.
- Monitor, report and advise on the security situation and risks of operating in communities and key areas of interest in Syria.
- Act as a focal point in incident responses and crisis management, coordinating with the Integrity Home Office Staff and relevant project staff such as the Director of Finance and Operations and Field Coordinators.
- Maintain and update Situation Reports, field officer movement plans and daily field context analysis and maps.
- Maintain and update operations geographic information systems with key locations, routes, incident markers and contingency plans.
- Identify, verify and facilitate safe and secure options for transferring money into Syria (hawala).
Education and Experience
The candidate will have:
- Security Management, International Relations or Law Enforcement or another relevant field.
- Good theoretical understanding of security management concepts and principals with a knowledge of best practices, techniques and processes.
- Ability to assimilate a range of information and make basic analyses to support the development of efficient solutions.
- Good communication skills and ability to adapt communication style to different situations and individuals.
- Ability to contribute to and/or deliver effective briefing and training, assessing participant needs.
Languages:
- Written and oral fluency in English (required); and Arabic (required).
