Short-term consultancy. Based in Washington, DC with possible travel. Immediate start.

The MEL Advisor Scope of Work

Design technical approaches for major USAID MEL opportunities, providing technical guidance and written inputs in preparation for these opportunities.

Integrity is seeking a Monitoring, Evaluation, and Learning (MEL) Advisor to provide up to thirty days of technical guidance, as well as proposal support, to the firm’s newly-established US MEL practice. The consultant will prepare Integrity for upcoming MEL procurement opportunities by developing sound written technical approaches, ensuring that Integrity’s experience past performance and capabilities are incorporated throughout.

You will lead the technical design of bids for new, major USAID MEL projects. This includes developing appropriate and innovative approaches and methodologies to meet the needs of our clients and writing technical proposals. Key thematic areas may include security and justice, humanitarian aid, education, health and private sector development.

Terms of Reference

A. Technical Design (80%)

You will provide technical support to Integrity’s USAID MEL market, including the following:

  • Support key emerging MEL opportunities and ensure Integrity’s MEL offering is responsive to market requirements.
  • Draft and quality assure specific USAID MEL technical proposals.
  • Articulate, evolve and execute USAID MEL approaches and methods.
  • Support design of Integrity’s MEL strategy vis-à-vis USAID.

B. Learning (20%)

You will support internal learning around USAID MEL. This includes building awareness of Integrity’s approaches to USAID and strengthening the capacity of colleagues to design and deliver to the required standard.

  • Support the identification of lessons and facilitate lesson-learning across the Team.
  • Support professional development at Integrity, including through the design and delivery of in-house training.

Your experience and qualifications:

You are a professional with the following qualifications:

  • Master’s degree in relevant social sciences field.
  • Minimum ten years relevant MEL experience in the international development or consultancy sectors.
  • Strong analytical, quantitative, and qualitative research skills.
  • Strong understanding of USAID’s Evaluation Policy and Processes.
  • Close familiarity with USAID’s Collaborating, Learning, and Adapting Framework.
  • Strong written and oral fluency in English.
  • Effective communication skills, particularly in articulating technical approaches.
  • Demonstrated experience in capture and/or technical proposal writing skills for USAID and/or Department of State procurement opportunities.
  • Ability to produce high quality technical work expeditiously and independently.
  • Experience leading the design and delivery of complex MEL projects.

It is desirable that you also have:

  • Overseas work experience.
  • Experience delivering MEL projects for USAID.
  • Strong understanding of the landscape of competitors within the USAID MEL community.
  • Experience supporting the pursuit of new business, including competitive bidding.
