About the programme

Integrity is seeking a Team Lead with technical, organisational, management and interpersonal skills and experience to support the delivery of a UK Government Monitoring, Evaluation, and Learning (MEL) programme across North Africa. The duration and base location for the Team Lead role will be determined over the coming period. The role will require frequent travel across North Africa and engagement with senior UK government officials at post and in London. The Team Lead will also coordinate closely with Implementing Partners.

Terms of Reference:

The Team Lead will be responsible and accountable for the sound delivery of all programme activities and for building and maintaining a strong relationship with the client. Reporting to Integrity’s Programme Director, the Team Lead will manage the programme by overseeing planning, coordination and guidance of the delivery team while remaining responsive to the fluctuating dynamics within the target contexts. The Team Lead is the key focal point between the programme and the stakeholder environment in which it operates. It is a role that requires strategic vision, implementation expertise, and diplomatic management of people and stakeholders. The Team Lead will ensure comprehensive MEL is conducted by Integrity’s in-house capability.

Key duties:

The successful candidate will be responsible for:

· Oversight and quality control of key programme deliverables, ensuring timely delivery of products and innovative and adaptive project design and delivery;

· Programme strategy and evolution, in close coordination with the Programme Director and the client;

· Effective and constructive engagement with the client, including regular reporting;

· Backstopping on the review, analysis and reporting of incoming monitoring data;

· Supervising the implementation of the learning agenda, designing internal and external learning processes (workshops and reporting) with CSSF and other relevant stakeholders;

· Overall management of a core team (including a Programme Management Unit – headed by a Programme Manager – and Technical Lead) as well as a broader team composed of a pool of technical consultants and Short Term Technical Experts;

· Working closely with Integrity’s Operations Unit to ensure delivery is compliant and in line with Integrity’s policies and practices on Duty of Care and Due Diligence;

· Conducting performance management assessments and Value for Money audits.

Education and Experience:

The successful candidate will have:

· at least ten years of relevant international development sector experience;

· at least seven years of experience in leading complex MEL programming for international donors in Fragile and Conflict Affected States. (FCAS);

· at least three years of experience working in MENA;

· at least three years of experience working with HMG and/or USG.

We are looking for someone who has:

· the ability to build strong and trusting working relationships;

· evident leadership qualities;

· high level organisational skills;

· concise and effective decision-making approaches;

· excellent verbal and written communication and presentation skills in English;

· fluency in Arabic and French. This is desirable but not essential.
